With reference to your letter of the 23rd ultimo,
relative to the transhipment of silk at Hong Kong, I
am instructed by the Director of the War Trade Department
to state, for the information of Mr. Secretary Boner Law,
that in view of the fact that the export of silk to
Netherlands India is not likely to be large, Lord Emmott
is of opinion that general authority might be given to
the Governor of Hong Kong to allow transhipment provided
he is satisfied as to the destination of the goods.
